The trial credit is not a separate feature tier with unlimited usage. Twilio pricing is usage-based, so the $15 balance is gradually deducted as you rent phone numbers and make or receive calls. In the United States, a local number costs $1.15 per month. Calls made to US and Canadian numbers start at $0.0140 per minute, while incoming calls to a local number cost $0.0085 per minute.
That should provide enough room to test basic customer interactions, call routing, and the overall quality of a planned voice application. However, businesses need to upgrade to a paid account before using Twilio Voice at any meaningful scale.
The free trial is therefore best treated as a development sandbox. It helps teams confirm that Twilio can support their technical requirements, but ongoing use follows the standard usage-based pricing model. This example uses 20,000 outbound attempts and an average connected duration of 45 seconds. To make the calculation concrete, assume a 40% pickup rate, resulting in 8,000 answered calls and 6,000 active AI minutes.
Twilio rounds each connected 45 second call to one billable voice minute. Answering machine detection is charged when the recipient, fax, or answering machine picks up. Failed and busy attempts do not receive that charge.

Conversation Relay runs for three minutes per call, producing 45,000 AI minutes. 25% of calls transfer to a human agent. Assuming each transferred conversation adds a three-minute outbound agent leg, human transfers create another 11,250 billable minutes.

Conversation Relay already includes real-time transcription during the active AI session. This example therefore applies separate streaming transcription only to the human portion.
If separate streaming transcription ran across all 90,000 inbound minutes, it would cost $2,430 rather than $303.75. The total would rise to $8,855.65 per month. Recording, transcription, telephony, and analytics can continue after the AI hands a call to a person, depending on the configuration.
Contact center conversation analysis
This scenario analyzes 100,000 minutes of conversations between customers and human agents. It does not use a customer-facing voice agent, so Conversation Relay is not required.
To calculate the character-based fees, assume each minute produces 1,000 transcript characters. The summary operator returns 100 characters per minute, sentiment analysis returns 20 characters, and one custom operator returns 50 characters. Each operator processes the full transcript separately.

Transcription is a Voice charge. The language analysis is then billed independently through Conversation Intelligence, based on the characters processed by each operator. Running several operators means the same transcript may be charged several times.
This scenario shows why Twilio voice AI cannot be reduced to a one-per-minute price. A company can spend thousands on analyzing human conversations without using Conversation Relay at all.
Enterprise multilingual support operation
An enterprise operation with 500,000 AI minutes cannot be forecast accurately from one US rate. Costs change according to the caller’s country, the destination, the number type, and the services used during each interaction.

At published US rates, 500,000 inbound minutes alone would cost $4,250 on local numbers or $11,000 on toll-free numbers. Twilio applies automatic volume discounts to some services. Customers with usage beyond the standard tiers can also discuss committed usage contracts and custom rates. Enterprise monthly charges can therefore be lower than the public list price, but only after the call distribution and full product configuration are known.
Across all six scenarios, the main pricing lesson is consistent: the $0.07 Conversation Relay fee is only one part of the total Twilio voice AI cost. Telephony, phone numbers, intelligent services, customer context, and outside infrastructure must be calculated separately.
BYOC trunking pricing
Twilio Bring Your Own Carrier trunking lets businesses connect an existing public telephone network carrier to Twilio Programmable Voice. Companies can keep their current carrier relationships and phone number inventory while using Twilio to control call flows, build IVR systems, or add voice automation.
Twilio charges the same BYOC rate in both directions:

For example, routing 100,000 inbound minutes from an existing carrier into Twilio would create a $400 Twilio BYOC charge. Routing another 100,000 outbound minutes from Twilio to that carrier would add $400, bringing the Twilio trunking total to $800 per month.
However, the $0.0040 rate is only Twilio’s fee for connecting the carrier to its platform. The existing carrier continues to charge for phone numbers and telephone network traffic under its own contract. BYOC can therefore give a business more control over its carrier setup, but it does not replace the carrier bill.
Additional Twilio Voice services are also charged separately. A company that adds Conversation Relay, recording, transcription, or Voice Insights must include those costs on top of the BYOC trunking rate.
Twilio defines inbound BYOC traffic as termination, where the carrier sends calls into Twilio. Outbound traffic is called origination, where Twilio sends calls to the company’s carrier for delivery. The company must already work with a carrier capable of exchanging SIP traffic directly with Twilio.
BYOC is most relevant for established businesses that want Twilio’s programmable features without moving their existing numbers or replacing their current carrier.
Phone number pricing
Every Twilio Voice setup needs at least one phone number unless the business connects numbers through BYOC trunking or another carrier arrangement. Twilio charges a recurring monthly fee for each number held in the account.

A local number is the cheaper option and gives the business a recognizable geographic area code. It is often the practical choice for local service companies, appointment booking lines, and smaller voice applications.
A toll free number costs $2.15 per month, almost twice the price of a local number. The caller does not pay a direct charge for contacting a toll-free line, but the business pays a higher inbound voice rate. Receiving calls costs $0.022 per minute on a toll-free number, compared with $0.0085 per minute on a local number.
The monthly number fee does not include calling. Number rental and voice usage are billed separately, so a business with one local number and 10,000 inbound minutes would pay $1.15 for the number and $85 for the calls before adding Conversation Relay or other services.
The monthly cost can also grow when a company maintains a large number inventory. One hundred local numbers would cost $115 per month, while one hundred toll-free numbers would cost $215. Twilio recommends releasing unused numbers because every active number creates a recurring charge.
These prices apply to the United States. Twilio offers numbers across more than 100 countries, but availability and pricing depend on the country, number type, and supported capabilities.
Calls per second pricing
Calls per second, or CPS, controls how quickly Twilio starts outbound calls created through the Programmable Voice API. Every account receives 1 CPS at no extra cost, meaning Twilio can begin roughly one new outbound call each second. Inbound calls and calls created through the TwiML <Dial> command do not count toward this limit.

CPS is not the same as concurrent call capacity. A business with 1 CPS can still have many calls happening at once. It can simply start only one new API call per second.
For example, a campaign sending 600 calls at 1 CPS would need about ten minutes to initiate every attempt. At 10 CPS, Twilio could initiate the same batch in about one minute. The actual conversations may continue long after the final call has started.
Requests that exceed the account limit are placed in a queue rather than immediately rejected. Twilio provides an estimated queue time, allowing teams to see whether their CPS setting is delaying campaigns or appointment reminders.
The pricing page states that businesses can provision up to 30 CPS through the Twilio Console, although the amount available can depend on account verification and eligibility. Larger requirements may need approval from Twilio’s sales team.
Additional CPS creates a recurring monthly charge rather than a fee per call. Standard voice minutes, Conversation Relay, answering machine detection, and other Twilio services are still charged separately. Committed use discounts may be available for companies with predictable outbound volume.
Intelligent service pricing
Twilio’s base calling rates cover telephone connectivity, but many features used in voice applications generate their own charges. These intelligent services can add branding, speech processing, call analysis, or AI functionality to each interaction.

These fees are added to the underlying inbound or outbound call rate. For example, recording a 10 minute inbound local call would generate $0.085 in telephony costs and $0.025 in recording costs. Keeping the recording beyond the free storage allowance may create another monthly charge.
Conversation Intelligence also separates transcription from analysis. A company using batch transcription and a Standard Language Operator would pay $0.028 per minute, before adding telephony or recording. Custom operators use character based pricing instead.
The key point is that each enabled feature adds another billing meter. A call using Conversation Relay, branded calling, Voice Insights, and recording can trigger several independent charges during the same customer interaction.
Network Traversal Service pricing
Twilio Network Traversal Service helps WebRTC and VoIP applications connect users when firewalls or network address translation prevent a direct media connection. It provides STUN and TURN infrastructure across several global regions.
STUN requests are free. Twilio only charges when media must pass through a TURN relay server.

TURN pricing is based on the total amount of media data relayed, rather than the number or duration of calls. Twilio calculates usage by adding the data sent and received by the client during each TURN session.
For example, relaying 100 GB of media through the US West region would cost $40. The same usage would cost $60 through Singapore or $80 through Sydney.
Not every voice interaction generates a TURN charge. When two devices can establish a direct connection using STUN, no paid relay is required. TURN is used when a direct route is blocked by a firewall or network configuration.
Network Traversal Service charges are separate from Twilio Voice minutes, phone number rental, Conversation Relay, and other intelligent services. Businesses using browser calling or custom WebRTC applications should therefore include a TURN allowance in their forecast, especially when users often connect through corporate networks with strict firewall rules.
Is Twilio Voice worth it?
Twilio Voice is worth it when a company genuinely needs to build a custom voice system. Its APIs give developers detailed control over call routing, phone numbers, SIP connections, media streams, and Conversation Relay. Twilio also offers public usage rates, automatic volume discounts, and custom committed usage pricing for larger accounts.
However, Twilio Voice is much harder to recommend as a finished voice AI solution.
Twilio provides the infrastructure, but the customer remains responsible for building and operating most of the actual application. Developers must connect the language model and business systems. They must also manage the application logic and monitor its performance after launch.
The pricing has the same problem. Individual rates often look reasonable when viewed in isolation. US local inbound calls cost $0.0085 per minute, while Conversation Relay costs $0.07 per minute. Yet those figures do not represent the complete cost of running an AI voice agent.
Number rental and call recording add separate charges. Transcription and Voice Insights create additional billing meters. Memory and knowledge retrieval can raise the bill further. External model usage and application infrastructure sit outside Twilio pricing entirely.
As a result, Twilio can cost far more through engineering ownership than its headline calling rates suggest. It also places the burden of forecasting, configuration, testing, and maintenance on the customer.
Our verdict is straightforward. Twilio Voice is a good communications toolkit, but it is not the best choice for most companies buying voice AI. It makes sense for businesses with experienced developers and highly specific technical requirements.
